He was educated at Westminster School, and matriculated at Trinity College, Cambridge in 1682. He was a patron of Griffith Jones, and of two editions of the Welsh Bible.

He was a Member of Parliament for two Welsh constituencies. From a nonconformist background, he became one of the prominent early members of the Society for Promoting Christian Knowledge, and the main promoter of the charity school movement in Wales.
