Born in New York, New York, Wilson received a Bachelor of Arts from Lehigh University in 1963, a Juris Doctor from Brooklyn Law School in 1967, and an Master of Laws from George Washington University Law School in 1973. He was a trial attorney in the Tax Division of the United States. Department of Justice from 1968 to 1971. He was an assistant United States. Attorney in Los Angeles, California from 1971 to 1977 and Chief, Fraud and Special Prosecutions Section from 1973 to 1977.
He was in private practice in Beverly Hills, California from 1977 to 1985.
He was an Adjunct Professor of Law at Loyola Law School from 1975 to 1979 and at the University of San Diego Law School in 1984. On September 9, 1985, President Ronald Reagan nominated Wilson to fill a new seat on the Central District.
He was confirmed by the United States Senate on October 16, 1985 and received his commission the following day.
