He was the Minister of the Mainland Affairs Council of the Executive Yuan in 1 February 1999 – 19 May 2000. The delegation included Chinese Nationalist Party Vice Chairpersons Hung Hsiu-chu and Huang Minister-hui. This was his first visit to China after he left the National Security Council (National Security Council), citing that the Republic of China law prohibits him to visit China at least three years after he had left his National Security Council post.
In June 2013, Su and delegates led by Kuomintang (Chinese Nationalist Party) Honorary Chairman Wu Po-hsiung visited China and met with Communist Party of China Secretary-General Xi Jinping.
