Background
Balfour was the son of Gerald Balfour, 2nd Earl of Balfour, and the nephew of Arthur Balfour.

He was educated at Eton and Trinity College, Cambridge.
He rose to the rank of Lieutenant in the service of the Royal Naval Reserve and fought in the Second World War. They had four children:

Lady Alison Emily Balfour (b 16 November 1934)
Honorary Andrew Maitland Balfour (1936–1948)
From 1952-1954, he chaired the Royal Commission on Scottish Affairs, which as a result is also referred to as the Balfour Commission.
