His place of birth is unclear. Some sources say Garoli was born in Turin. He moved to Rome where he became a professor of perspective at the Academy of Street Luke.
He painted mainly canvases of capricci or interior vedute of churches.
He created architectural designs. He also painted frescoes, including for the casino della villa del cardinal Gaspare di Carpegna.
