In 1992, Milkayil Jabbarov admitted to the International Law Faculty of and in 1997, graduated from the faculty with honors diploma.
In 1997, he obtained an Master of Laws from University of the Pacific, McGeorge School of Law in Sacramento, California, United States of America. In 2004, Jabbarov obtained a Master"s Degree in Economics from Azerbaijan State Economic University.
Having started his career in 1995 at the banking sector, Mikayil Jabbarov worked as a lawyer in a law firm and private sector from 1999 to 2002. From 2002 to 2003 he was the adviser to the minister at the Ministry of Economic Development, and during 2003–2004 he was the President of the Azerbaijan Export and Investment Promotion Foundation (AZPROMO). By the decree of the President of Azerbaijan Republic, dated February 20, 2004, he was appointed the deputy minister of Economic Development.
During that period, he was coordinating relations with the international financial institutions, as well as foreign economic relations, foreign investment policy, legal issues at the international arbitration and corporate governance.
By the decree of the President of Azerbaijan Republic, dated March 6, 2009, he was appointed the Head of the State Historical-Architectural Reserve, “Old City”, under the Cabinet of Ministers of Azerbaijan Republic. On April 19, 2013 Mr.
Jabbarov was appointed the Minister of of Azerbaijan Republic by the decree of the President of Azerbaijan Republic. In 1996-1997, he was elected Vice-Chairman of the Azerbaijani Youth Organizations Forum.
Mr Jabbarov also actively participated at the intellectual quizzes “What? Where? When?” and “Brain-Ring.” In 1997, he became the first Azerbaijani participant, who took part in the summer season of “What? Where? When?” intellectual game, which was organized in Moscow.
Where? Where? When?” Mikayil Jabbarov is the Honorary Citizen of Tbilisi, Georgia since 2009.
In 1994-1997, he was the President of Baku Intellectual Games Club “Ateshgah.”He became an absolute champion of Commonwealth of Independent States countries of “Brain-Ring” intellectual quizz held in 1997-1998. When?”, and winner of the fifth anniversary games. In 2002, he became a world champion of “Brain-Ring” and champion of Azerbaijan of “What?.
Since 1999, he is a Member of New York State Bar Association, United States of America. He is a member of Baku Television Club “What?.
