A trade unionist, he was imprisoned in 1917 as a conscientious objector to military service in the First World War. He held the seat until his death in 1968, aged 71. At the beginning of World World War II Edwards was instrumental in helping Czechoslovakian miners escape the Sudetenland.

He was elected Member of Parliament (Member of Parliament) for Caerphilly at a by-election in 1939 following the death of Labour Member of Parliament and fellow conscientious objector Morgan Jones.
