Salogor was the First Secretary of the Moldavian Communist Party (7 September 1942 – 18 July 1946). In 1941–1946 He was the 2nd Secretary of the Moldavian Communist Party and simultaneously the president of the Supreme Council of the Moldovan Soviet Socialist Republic organized on 2 August 1940, after the occupation of Bessarabia by Red Army. Since 7 September 1942 till 18 July 1946.
He was concomitantly the first Secretary of the Moldavian Communist Party in withdrawal.
