He graduated from The Albany Academy in 1878, and then attended Yale College. He graduated from Albany Law School in 1882, and practiced law in Albany.
At the New York state election, 1895, he ran on the Democratic ticket for New York Attorney General, but was defeated by the incumbent Republican Theodore East. Hancock. Chase was buried at the Albany Rural Cemetery in Menands.
He was Assistant Corporation Counsel of the City of Albany for two years. And a member of the New York State Assembly (Albany Company, 3rd Doctorate) in 1886. He was a member of the New York State Senate (17th Doctorate) in 1890 and 1891.
