Doctor Collier attended Street Kieran"s College, Kilkenny, and was ordained in 1907 as a priest in the Diocese of Ossory.
Collier served as a priest at Saint Tighearhach"s Church, Cullahill, County Laois from 1921-1923. He was appointed co-adjutor bishop of Ossory 18 May and consecrated on 5 August 1928. He later succeeded Bishop Abraham Brownrigg as Bishop of Ossory on 1 October 1928, serving until his own death on 10 January 1964, three days before his 84th birthday.
A wing in the Ossory diocesan seminary, Saint Kieran"s College was named after Doctor Collier.
