Clements-Mann graduated from Texas Technical University in 1968 and received her medical degree from the University of Texas in 1972.

She also received a doctorate in tropical medicine from the University of London in 1975 and a master"s degree in public health, specifically epidemiology, from Johns Hopkins University in 1979. Clements-Mann was an Assistant Professor at the University of Maryland School of Medicine from 1979 to 1985.
She was a member of the United States Centers for Disease Control Advisory Committee on the Children"s Vaccine Initiative and the World Health Organisation"s steering committee for Human Immunodeficiency Virus vaccine development.
