Born in Zionsville, Indiana, Swaim received an Bachelor of Arts from DePauw University in 1913 and a Juris Doctor from the University of Chicago Law School in 1916. He was in private practice in Indianapolis, Indiana from 1916 to 1939. He was in the United States Army First Lieutenant from 1917 to 1918.
He was a Comptroller, City of Indianapolis, Indiana from 1936 to 1947.
He was a judge on the Indiana Supreme Court from 1939 to 1945. He was in private practice in Indianapolis, Indiana from 1945 to 1949.
Swaim was a federal judge on the United States Court of Appeals for the Seventh Circuit. Swaim received a recess appointment from President Harry South. Truman on October 21, 1949, to a new seat created by 63 Statistics

He was confirmed by the United States Senate on February 8, 1950, and received his commission on February 10, 1950. Swaim served in that capacity until his death.
