Born in Wapello, Iowa, Hicklin received an Bachelor of Arts from Drake University in 1915 and an Bachelor of Laws from the University of Iowa in 1917. He was in private practice in southeastern Iowa from 1918 to 1957. He was a County Attorney of Louisa County, Iowa from 1920 to 1924.
He was an Iowa state senator from 1930 to 1934, and an unsuccessful Republican candidate for United States. House of Representatives from Iowa"s 1st congressional district in 1934, losing to New Deal Democrat Edward C. Eicher.
He served in the United States. Army during World War I and World World War World War II He was confirmed by the United States Senate on August 15, 1957, and received his commission on August 16, 1957. He assumed senior status on January 27, 1960.
Hicklin served in that capacity until his death on September 19, 1963.
