Shaver graduated from South Mecklenburg High School, attended Central Piedmont Community College, and served in the United States Army Reserve.

He drove in two National Association of Stock Car Auto Racing Busch Series races in 2002, and was a frequent Associate of the Royal College of Art driver and (Sports Carolina Club of America) (SCCA). In 1979 he started a wholesale petroleum distribution company called Carolina Petroleum Distributors. The company grew from a statewide distributor to regional.
He also owned a chain of convenience stores called Petro Express.
He began racing in 1992, and he founded Shaver Motorsports. He competed in Associate of the Royal College of Art, SCCA, and the National Association of Stock Car Auto Racing Busch Series.
He retired from racing in 2006 but continued to be an owner in Associate of the Royal College of Art, developing new drivers for bigger teams such as Joe Gibbs Racing developmental driver Aric Almirola. He usually drove the 49 car and owned the #2 ride in Associate of the Royal College of Artist
Less than one year before his death (on January 30, 2006) he was quoted saying "I’m in the best shape I’ve been in 15 years, and I’m ready to go." He died of cancer on January 2, 2007, aged 56.
