He received an Bachelor of Arts from the University of Pittsburgh in 1942 and an Bachelor of Laws from the University of Pittsburgh School of Law in 1949. He was in the United States Army beginning in 1942, and was appointed Attorney General of Pennsylvania by Governor David Lawrence in 1961. In 1963 he became first executive director of the Lawyers" Committee for Civil Rights Under Law.
He was a City solicitor in Pittsburgh from 1965 to 1968.
