Career
He was appointed as superintendent in September 2008, when the district was facing financial challenges. He was also appointed the chairman of a taskforce aimed at improving teaching quality throughout Miami in 2010. Carvalho "franchised" MAST Academy, opening three new schools based on the original Virginia Key institution.
In February 2014, the American Association of School Administrators named Carvalho the 2014 National Superintendent of the Year.
In May 2014, Carvalho was honored by President Barack Obama at a ceremony at the White House. He was honored alongside the National Teacher of the Year and Principal of the Year winners.
Candidates for the national title were measured on their leadership for learning, communication, professionalism, and community involvement. Carvalho was named Florida"s Superintendent of the Year in December 2014.
