He represented Winnipeg in the Canadian House of Commons from 1909 to 1911 as a Conservative. He resigned his seat in the House of Commons in 1911 to allow Robert Rogers to run for election. He was president of the Law Society of Manitoba from 1906 to 1910.
Haggart served in the Manitoba Court of Appeal from 1912 to 1920, retiring due to poor health.
He died in Winnipeg at the age of 79.
Haggart served as a member of the Winnipeg School Board.
