Director operations for Southwest Afghanistan Afghan National Liberation Front (ANLF), 1982, director information, 1985, director political department, 1987. Deputy foreign minister Government of Afghanistan, 1992—1994. Participated with former colleagues from the Afghan resistance to free Kandahar from warlords and factionalism.

Kandahar; denounced the Taliban movement. Convened a Loya Jirga, under the auspices of His Majesty, Mohammad Zaher, former King Afghanistan. Principal organizer Loya Jirga movement sought to provide the Afghan people the right to choose the governor of their choice.

Appointed head Interim Administration Afghanistan, 2001. Interim president Government of Afghanistan, Kabul, 2002—2004, president, since 2004.
