Barrington Cunliffe was born on December 10, 1939, in Portsmouth, Hampshire, United Kingdom; the son of George Percival Windsor and Beatrice Emma Cunliffe.
Cunliffe studied at Portsmouth Northern Grammar School (nowadays the Mayfield School). In 1962, he received a Bachelor of Arts degree in Archaeology and Anthropology from the University of Cambridge. A year later he earned his Master of Arts degree and a Ph.D. in 1966 from that university. Also in 1976, Barrington was given a Doctor of Letters degree from the University of Cambridge.
Cunliffe began his career as a lecturer at the University of Bristol in 1963. Six years later he became a professor of archaeology at the University of Southampton. In 1972, Barry was appointed a professor of european archaeology at the University of Oxford.
In addition to his educational career, Barry, in 1961, was asked to direct the excavation of the Fishbourne Roman Palace in Sussex. Then, in 1969-1988, he was involved in the summer excavations of the Iron Age hill fort at Danebury. In 1989, Cunliffe was involved in the Danebury Environs Programme. He also investigated Atlantic sites in Brittany and as a result of that he wrote "Facing the Ocean; the Atlantic and its Peoples 8000BC to AD 1500. One of his most recent projects has been in the Najerilla valley, La Rioja, Spain.
Since 2007 he has been a professor emeritus at the University of Oxford.

2010Cunliffe is a member of the British Academy, Ancient Monuments Advisory Committee of English Heritage, Society of Antiquaries of London and Learned Society of Wales. He is a trustee of the British Museum and governor of the Museum of London.
On January 4, 1979 Barry Cunliffe married Margaret Herdman. They have two children - Thomas and Anna Cunliffe. On September 8, 1961 he married Frances Dunn, with whom he divorced in 1978. They have two children - Daniel and Charlotte Cunliffe. Nowadays he is married.
