In 1979 he left Velikonemkovsk high (secondary) school.
In 1984 he graduated from Historical Faculty of Homyel University.
He worked as a teacher of the Belarusian language and literature at Dubrovsk junior high school in Rechitsa district and took post-graduate course in correspondence at Institute of literature of the Belarusian Academy of Sciences. In 1990 he became the head of Literature Museum of M. Bogdanovich branch.
Akulin began his literary activities in 1979. He published his poems at the newspapers «Homyelskaya Prauda», «Zvyazda», «Nastaunitskaya Hazeta», «Chyrvonaya Zmena», at the weekly «Litaratura i Mastatstva», at the magazines «Byarozka», «Maladosts», «Belarus», at the collective collections of poetry «Maladyia Halasy» (1985), «I Nadzeya, i Lyos, i Uspamin» (1988), «Lahodny Pramyen Ranitsy» (1988). In 1990 a book of his poetry «Pyashchota Liunya» was published in the magazine «Maladosts». Works of Akulin are notable for strong professionalism, culture of poetical line, topicality of problematics. This poet is very sensitive to the changes of life. A lot of poems of Akulin, especially the poem «Shlyakh da Radzimy» dedicated to M. Bogdanovich, are evidence of the fact that his poetry background is in cultural heritage of Belarusian nation. Akulin is Belarusian bard. He writes the music for his poems.
