In 1972 he graduated from Kuybyshev Polytechnical Institute, specializing in electronic computers.
Beginning of the Bakiyev’s employment history is quite ordinary for Soviet people of that time. He was a worker at a Kuybyshev factory (1972-1974), a senior engineer at the factory of plug sockets in Jalal-Abad (1979-1985), the director of the factory “Profil” (1985-1990). His future fate is connected with activities of political parties and public authorities. He worked as the first secretary in party of Kok-Zhangaksky city committee and the chairman of city council (1990-1991). Then he was an assistant chairman of Jalal-Abad Regional Council of People's Deputies (1991-1992), headed Toguz-Toro Regional Administration (1992-1994), was a deputy and, later, the head of Jalal-Abad Regional Administration (1995-1997), served as a governor of Chuy Province(1997-2000).
In December of 2000 Kurmanbek Bakiyev was appointed to the position of the prime-minister of Kyrgyzstan. He retired after Askar Akayev authorized the dispersal of anti-government demonstration in Aksy District in March 2002. The army shot at people during this operation (5 people were killed and more than 80 were wounded). During the following two years (2003-2005) Bakiyev was the deputy in legislative assembly and was a part of centrist deputy group “The Districts of Kyrgyzstan”. In 2004 he headed Kyrgyzstan Popular Assembly and later became one of the leaders Anti-Akayev opposition, which was organized by the disaffected with parliamentary elections in 2005. After the dismissal of the President Askar Akayev the Parliament of Kyrgyzstan appointed Bakiyev to the position of president and prime-minister.
The Kurmanbek Saliyevich Bakiyev’s victory in pre-term presidential elections, which were held on 10 July, 2005, was impressive. Nearly 90 percent of the electorate voted for him, which left competitors far behind. Observers remark that the elections were held without any serious incidents if to take into account the fact that tumultuous political events have been shaking the country since March. For example, the march of impoverished people to the capital, the storm of the government house and the flight of President Askar Akayev. That was Bakiyev, who managed to stabilize the situation and to prevent political chaos.
In his inaugural speech, August 14, 2005, the new president vowed that under his leadership the country would carry out "social and economic policies, which is to provide welfare to every family". He marked that he intends to "tend to achieve modern standard of life and at the same time save the original traditions of the people."
The fight against corruption and the development of real sector of economy, the democratization of society, the creation of strong state are the main tasks which the president set.
It is expected to reduce significantly the state apparatus by a radical reduction of government functions, attracting professionals to public service on a competitive basis.
The president has a plan. First of all he wants to reduce the level of unemployment and to increase salaries. Particularly it concerns the population of small towns and high mountain regions, whose incomes are very low. In order to create conditions for the development of small and medium-sized businesses, he plans to reduce tax rates by 50 percent. New companies with new technologies, which are able to give new workplaces, will be exempted from taxes up to 5 years. In mountain villages all taxes will be abolished. “I feel, - says the president, - the sense of great responsibility, a deep respect and immense desire to serve my nation for the benefit of the state and future generations. I look in the future with hope and confidence. And I know what I have to do, in order to improve life if my nation.”
He promises that real improvement of living conditions are expected in 2 years, and now it is extremely necessary for new authorities to reach fast results.
Analysts consider that the new president of Kyrgyzstan is the needed compromise political figure which will suit the northerners (their representative is Prime Minister F. Kulov), and the southerners. He is known as the politician who is far from intrigues and isn’t involved in any corruption scandals.
