Career
Immediately upon entering office in 2004, Prime Minister Spencer was given the task of Chairman of the Caribbean Community, (CARICOM) and has been Chairman of the Organisation of Eastern Caribbean States (OECS). He also sat as Co-Chairman of the Summit Meeting between the European Union Troika and CARIFORUM at the European Union-Latin American and Caribbean Summit in Mexico in 2004. Mr. Spencer was invited to chair one of four Round Tables of Heads of State and Governments at the World Summit 2005, at the United Nations General Assembly. In January of 2008 Prime Minister Spencer assumed the chair of the Group of 77 and China at the United Nations. As Chair of G77and China, Prime Minister Spencer was invited by His Highness Sheikh Hamad bin Khalifa al Thani, Emir of the State of Qatar to address the Opening Session of the 8th Doha Forum on Development, Democracy and Free Trade, held in Qatar 13-15 April, 2008.In August 2008, Prime Minister Spencer received the Cote d’Ivoire’s highest honour, Commander of the National Order of Cote d’Ivoire, in recognition of his sterling leadership of the Group of 77 and China at the ministerial level.
