He took part in the civil war of 1903-1904 and was commissioned in the army but was placed on the reserve list in 1906, after which he studied architecture and military engineering. He was restored to active duty and assigned to the construction bureau, of which he became chief in 1931. He was a member of the general staff, 1917-1919, and instructor in engineering, 1925-1931. He served as chief of police of Montevideo in 1934 and was minister of national defense with the rank of general, 1935. Baldomir was elected president of Uruguay, and served from 1938 to 1943. During this period he was one of the most prominent advocates of South American integrity against Nazi infiltration and on the outbreak of World War II worked constantly to preserve the security of his country. At his instigation, when his country broke diplomatic relations with the Axis in 1942, naval bases in Uruguay were given to the United States.
