From 1905 apprentice, then office worker at a factory in Nadczhdinsk. 1907 electrician, Lun’yevka Mines, Solikamsk Uyezd. 1907 joined local Bolshevik Social-Dcmocratic organisation of which he was soon elected comt member.
Early 1908 received prison sentence for political activity. From 1912 worked at a factory in Lys’va, Perm’ Province. After 1917 February Revol member, Ural Oblast Russian Social-Democratic Workers ’Party (Bolsheviks) Committee, and Ural Oblast Soviet.
April 1917 deleg, All-Russian Conference of Bolsheviks. From 1918 chairman, Ural Oblast Executive Committee. In same year sided with ’’leftist Communists” and opposed Brest-Litovsk Peace Treaty.
1919 Labor and Defense Council plenipotentiary on Southern Front and member, Revol-Military Council, 9th Army. 1920 deputy chairman, Revol Council, Caucasian Labor Army. Elected member, Central Committee, Russian Communist Party (Bolsheviks) at 8th Congress.
From late 1921 Russian Soviet Federative Socialist Republic Deputy People’s Commissar of Internal Affairs. From 1923 Russian Soviet Federative Socialist Republic People’s Commissar of Internal Affairs. 1927 expelled from Party for membership of Trotskyite opposition.
1930 reinstated and sent on Party work to ‘Rostov-on-Don. Again expelled from Party and arrested by State Security organs.
