From 1893 associate professor, from 1901 professor, Derpt University. From 1918 professor, Voronezh, 1922-1924 Moscow University. 1922-1929 consultant, Union of the Soviet Socialist Republics People's Commissariat of Foreign Trade.
1922-1923 expert, Soviet deleg at Lausanne Conference. 1890-1947 published over 130 works in Russian, Ukraine, French, German and English on problems of international law history and dipl law, rights of war, air law, the Status of the Black Sea Straits and for trade monopolies. Wrote treatises on ambassadorial law.
Revised List’s textbook on international law (six Russian ed, 1902-1926). 1926 helped compile Union of the Soviet Socialist Republics Consular Code.
