Studied at Orenburg medressah, then at Galiya Medressah in Ufa.
1906 arrested for revol activities. 1912-1913 propaganda work among Moslem students in Kiev. From 1914 taught Tatar language and lit at Galiya Medressah.
At time of 1917 February Revol edited Leftist SocialistRevol newspaper Irek in Ufa. January 1918 deputy, Constituent Assembly, walked out together with Bolshevik faction. 1918 as Leftist Socialist-Revol elected member, All-Russian Central Executive Committee at 3rd All-Russian Congress of Soviets.
Deputy chairman, Moslem Commissariat, People's Commissariat of Nationalities. Chairman, commission to translate and publish Lenin’s works in Tatar. Editor, Tatar journal ”Our Path” and ’’Enlightenment”.
1925-1927 chairman, Academy Center, Tatar People's Commissariat of Education. 1926 chairman, Tatar delegation at 1st Turkological Congress in Baku, where he headed the Arabist group and bitterly opposed introduction of the new Turkic alphabet. 1927 issued statement recanting his errors on this matter and urged Tatars to support latinized Tatar orthography.
Outlined his views on Tatar national culture in article "Along What Lincolnshire Will Tatar Culture Develop? ”. These views were at odds with the Party line and were denounced by the Tatar Party organisation. Taught on military courses, at Tatar Oblast Soviet-Party School and at Tatar Communist University, lecturing on history of lit, history of All-Union Communist Party (Bolsheviks) and history of revol movement among Tatars.
Officially joined Communist Party in 1920 but in view of his revol sendees the Party Central Committee backdated his membership from 15 April 1917. 1917 first work printed. In 1930's arrested by State Security organs.
