1891 entered Physics and Mathematics Faculty, then Law Faculty, Saint St. Petersburg University.

1894 imprisoned in Peter and Paul Fortress, then exiled to Krasnoyarsk. 1896 became acquainted with Lenin in exile. 1900, returning to Pskov from exile, worked for the Pskov group as an agent of Lenin’s Iskra.
1902 member, Organization(s) Committee, 2nd Party Congress at which he was a deleg from the Kiev Social-Democratic Committee. Member, Congress Presidium. Vice-chairman, 2nd Party Congress.
1904 attended conference of 22 leading Bolsheviks in Geneva. Bolshevik deleg, Amsterdam Congress of Second International. 1905 member, Saint St. Petersburg Party Committee.
Member, Executive Committee, Saint St. Petersburg Soviet. From 1908 worked as assistant barrister in Leningrad. Active as defense counsel in political and labor cases.
