August 1918-late 1922 Russian Soviet Federative Socialist Republic People's Commissar of Finance. 1919-1921 also secretary, Central Committee, Russian Communist Party (Bolsheviks). 1922-1930 Soviet political representative in Germany.
1930-1937 Union of the Soviet Socialist Republics First Deputy People's Commissar of Foreign Affairs. Member, Central Committee, Russian Communist Party (Bolsheviks). 1917-1921 member, Union of the Soviet Socialist Republics Central Executive Committee.
1922 attended Hague Conference. Sided with Leftist Communists during Brest Peace Talks controversy. 1921 sided with Trotsky in trade-union debate.
Later dissociated himself from Trotsky’s stand. 1917-1921 member, Central Committee, Russian Communist Party (Bolsheviks). Member, All-Russian and Union of the Soviet Socialist Republics Central Executive Committee.
March 1938 sentenced to death in trial of "antiSov Rightist-Trotskyite Bloc”.
