Then secretary, Dzerzhinskiy Rayon Party Committee, Leningrad. 1937-1938 second secretary, Leningrad Oblast Party Committee. 1938-1945 second secretary, Leningrad City Party Committee.
1939-1946 member, Military Council, Baltic Fleet. 1939 at 18th Party Congress elected member, Central Committee, All-Union Communist Party (Bolsheviks). During World War 2 helped organize defense of Leningrad.
Member, Military Council, Leningrad Front. 1942 entitled major-general and 1943 lt-general. 1945-1946 first secretary, Leningrad Oblast and City All-Union Communist Party (Bolsheviks) Committee.

Deputy, Russian Soviet Federative Socialist Republic Supreme Soviet. Arrested by State Security organs. Tried and sentenced in "Leningrad Case”.
