Graduate municipal highschool. 1926-1928 studied at Marxism Courses, Communist Academy.
After leaving school worked for a bookbinder and joined the revol movement. From 1910 worked for Printers’ Trade Union. Arrested and exiled to Vologda Province.
From 1913 did Party work in Vasiliy Ostrov Rayon, Petrograd. Was secretary of a workers’ hospital fund and contributed to the journal “Rabotnitsa”. After 1917 October Revol head, Women's Department and Department of Agitation and Propaganda, Petrograd Province Russian Social-Democratic Workers ’Party (Bolsheviks) Committee.
From 1922 member, All-Union Central Executive Committee. 1924-1926 head, Women Workers’ Department, Central Committee, All-Union Communist Party (Bolsheviks). Late 1925 sided with Leningrad opposition but recanted at Central Committee plenum in February 1927.
1928-1930 head Agitation and Propaganda Department, North Caucasian Kray All-Union Communist Party (Bolsheviks) Committee. 1934-1936 second secretary, Ivanovo Oblast All-Union Communist Party (Bolsheviks) Committee. 1936-1944 secretary, All-Union Centr Trade-Union Council.
Elected candidate member, Central Committee at 13th, 17th and 18th All-Union Communist Party (Bolsheviks) Congresses and full member, Central Committee at 14th, 15th and 16th All-Union Communist Party (Bolsheviks) Congresses. From 1937 deputy, Union of the Soviet Socialist Republics Supreme Soviet, also Presidium member, Union of the Soviet Socialist Republics Supreme Soviet.
