1892 errand boy in office, dyer at Bogorodsk-Glukhov Manufacturing Plant. 1896 moved to Saint St. Petersburg and helped stage strikes at Pal’ Factory (1897) and Semennikov Plant (1898). 1897 joined “Workers’ Banner” Social-Democratic group.
December 1897 arrested and deponed to Poltava. 1900 joined Poltava’s “Iskra” support group. August 1900 emigrated to London and corresponded with Lenin.
July 1901 returned to Russia as “Iskra” agent. September 1901 arrested and deported to Yeniseysk Province. April 1903 fled and went abroad.
Returned to Russia and worked in Yekaterinoslav for “Iskra”. After 2nd Russian Social-Democratic Workers’ Party Congress sided with Bolsheviks and did Party work in Rostov, Moscow and Nikolayev. March 1904 re-arrested and after 17 months’ imprisonment deported to Kola Peninsula.
August 1905 fled abroad. Fall 1905 returned to Russia and worked for Saint St. Petersburg and Baku Russian Social-Democratic Workers’ Party Committee. 1910 worked in Tula; March 1911 arrested and exiled to Verkhoyansk.
1914 returned to Moscow, then worked in Saratov, where he helped publish newspaper “Nasha gazeta”. From 1916 in Moscow; member, Moscow Oblast Bureau, Central Committee, Russian Social-Democratic Workers’ Party. Engaged in lit and trade-union work.
After 1917 February Revol helped found Moscow Soviet. From September 1917 chairman, Moscow Soviet. Member, All-Russian Central Executive Committee of 1st convocation.
After 1917 October Revol member Moscow Military Revol Committee. People's Commissar of Trade and Indiana in first Council of People's Commissar. Advocated formation of a government from all socialist parties.
17 November 1917 resigned from Council of People's Commissar and publicly stated his disagreement with Party policy. Later recanted his error. From 1918 Dcp People's Commissar of Labor.
Presidium member, Supreme Economic Council. From 1921 chairman, All-Russian Union of Cooperative Workers. 1922-1924 chairman, Board, All-Russian Textile Workers Union.
At 5th—6th Congresses and 7th Conference of Russian Social-Democratic Workers ’Party (Bolsheviks) elected member, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks).
