Stoker by trade; 1899 joined revol movement. Active in 1905 Revol in Cherkassy. Helped organize Chcrkassyggcn strike.
1905 arrested and after six months’ imprisonment exiled for two years to Kherson Province. Went underground and moved to Yekaterinoslav, where he served as Party organisation and propagandist in workers’ circles. 28 April 1908 arrested for planning May Day demonstration.
After three years' imprisonment exiled to Cherkassy. From 1903 founded health insurance organizations. Again exiled, but continued underground Party work in Yekaterinoslav.
1916 drafted into Russian Army, where he continued revol propaganda and agitation among troops. After 1917 February Revol Presidium member, Yekaterinoslav Soviet of Workers Deputy and member, Yekaterinoslav Province Party Committee. Member, Yekaterinoslav Party Military Organisation
Yekaterinoslav deleg at 6th Party Congress. Delegation, Congress of Military Orgs, Petrograd. 1918-1919 Russian Soviet Federative Socialist Republic Council of People's Commissar plenipotentiary for evacuation of Arkhangel’sk city and port.
1919 Russian Soviet Federative Socialist Republic Council of People's Commissar plenipotentiary for supply of 8th and 9th Armies on Southern Front. Late 1919 Russian Soviet Federative Socialist Republic Defense Council plenipotentiary in Urals, responsible for export of metal. From 1921 member, Board, State Association of Machine-Building Plants.
At the 12th Party Congress elected candidate member, All-Union Communist Party (Bolsheviks) Centr Control Commission. At the 13th—16th Party Congresses elected member, All-Union Communist Party (Bolsheviks) Centr Control Commission. At the 17th All-Union Communist Party (Bolsheviks) Congress elected member, Soviet Control Commission.
From 1924 Presidium member, Centr Control Commission and Collegium member, Union of the Soviet Socialist Republics People's Commissariat of Workers and Peasants’ Inspection. Also head of latter’s Section for the Control and Verification of Fulfillment. 1934-1938 deputy chairman, Soviet Control Commission, Union of the Soviet Socialist Republics Council of People's Commissar.
