Summer 1907 assigned to Party work in Baku. 1911 as member, Russian Organization(s) Commission, helped prepare 6th All-Russian (Prague) Russian Social-Democratic Workers’ Party Conference but was arrested and exiled to Astrakhan’.
At the conference in absentia elected candidate member, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks). May—July 1914 helped direct general oil workers’ strike in Baku. 1916 again arrested and exiled.
Released after 1917 February Revol. In absentia elected chairman, Baku Soviet of Workers’ Deputy. At 6th Russian Social-Democratic Workers ’Party (Bolsheviks) Congress elected Central Committee member.
16 December 1917 appointed comissar-extraordinary for Caucasian affairs From April 1918 chairman, Baku Council of People's Commissar.
