In 1890’s took part in Marxist circles in Nizhniy Novgorod, then as a student in Moscow. 1896 arrested and exiled until 1898 for helping to found Moscow Workers’ Union. 1898-1899 worked for Moscow Russian Social-Democratic Workers’ Party Organisation
Spring 1899 again exiled, then went abroad. Worked,for “Iskra” group. 1903-1905 Party work in Nizhniy Novgorod.
From fall 1905 Parly work in Moscow. Member, Moscow Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. Took part in December 1905 armed uprising in Moscow.
1906 rearrested but emigrated to France before he could be brought to trial. Worked for Parish Bolshevik Group and for Committee of Foreign Party Organisations From July 1917 Bureau member, Moscow Russian Social-Democratic Workers ’Party (Bolsheviks) Committee.
During 1917 October Rcvol member. Party battle center directing uprising in Moscow. After 1917 October Revol worked for Presidium, Moscow Soviet.
1918 at 7lh Russian Communist Party (Bolsheviks) Congress elected member, Central Committee, Russian Communist Party (Bolsheviks). 1919-1921 Presidium member, All-Russian Central Executive Committee. Russian Soviet Federative Socialist Republic Deputy People's Commissar of Internal Affairs.
1922-1925 secretary, Central Committee, Communist Party (Bolsheviks) Ukraine. Chairman, Centr Control Commission, Communist Party (Bolsheviks) Ukraine. Ukraine People's Commissar of Workers and Peasants’ Inspection.
Deputy chairman, Ukraine Council of People's Commissar. 1925 at 14th Party Congress elected member, All-Union Communist Party (Bolsheviks) Centr Control Commission. 1926-1927 deputy chairman, Union of the Soviet Socialist Republics State Planning Committee.
1927-1951 chairman, All-Union Communist Party (Bolsheviks) Centr Auditing Commission. 1930-1934 Russian Soviet Federative Socialist Republic People's Commissar of Health. Deputy, Union of the Soviet Socialist Republics Supreme Soviet.
Contributed articles to journal “Vlast’ Sovetov”. Wrote a number of works on the building of socialism in the Union of the Soviet Socialist Republics.
