Minister of Education and Agriculture, 1893-1898. One of the Representatives of South Australia at the Federal Conferences in 1890, 1891, 1897, and 189S. Agent-General for South Australia to 1901.
Represented South Australia at the Tuberculosis Congresses in Berlin, 1899, and London, 1901. The International Commercial Congress, Philadelphia, 1899. The Colonial Congresses, Paris, 1900, etc.
Also represented all the Australian Colonies at the Festival of the Postal Union, Berne, 1900, and the Commonwealth of Australia at the International Congresses, Workmen’s Insurance, Dusseldorf, 1902. Vienna, 1905; Rome, 1908. Fire Prevention, London, 1903;, and Alcoholism, 1909.
Member of Tariff Commission, 1904. Chairman Australasian Chamber of Commerce in London. President National Association of Manual Training Teachers.
