Studied at public and private schools. Graduated at Hempstead (Light Infantry) Institute and State Normal School, Westfield, Massachusetts (United States). Received the degrees of Bachelor of Laws and Doctor of Laws from Georgetown, and that of Master of Laws from Columbian University.
General law and verbatim reporter in New York, 1883. Principal of preparatory schools in New York, 1885-1889. In the latter year entered the public service and has been private secretary to various public officials, among them the post-office inspector in charge at New York, the surveyor of the port of New York, and the Fourth Assistant Postmaster - General.
