Born at Osberton, Foljambe was the eldest son of George Savile Foljambe and Lady Selina Jenkinson, daughter of Charles Jenkinson, 3rd Earl of Liverpool, and the older brother of Cecil Foljambe, a fellow Liberal politician.

After being educated at Eton and Christ Church, Oxford, he was elected as a Member of Parliament for East Retford in the 1857 general election.
