Peter Goes was born in 1961. His education and legal career took place in the Netherlands, where he studied at the University of Groningen in the north of the country and was later admitted to the bar.
Goes studied law at the University of Groningen and completed his studies in 1984. Founded in 1614 on the initiative of the regional council of Groningen and the Ommelanden, the university began with six professors in the faculties of law, medicine, philosophy and theology. It is the second-oldest university in the Netherlands, after Leiden.
He was admitted to the Dutch bar in 1986, completing the professional qualification that allowed him to practise law in the Netherlands.
Goes's career developed within the Dutch corporate law market. He became a partner at NautaDutilh, a firm whose origins go back to 1724, when the notary Schadee established a notarial practice that later became part of the firm. In 1990 Dutilh, Van der Hoeven and Slager merged with Nauta Van Haersolte, and NautaDutilh subsequently began opening offices in New York, London, Brussels and Luxembourg.
Goes later joined the Amsterdam office of Linklaters, a move reported as a step in the firm's development of Dutch law capability. He was described as having extensive corporate M&A experience, particularly in the Dutch energy and utilities market, and considerable corporate litigation experience. Linklaters was founded in London in 1838 and shortened its name to Linklaters in 1999 after a period of global expansion.
In a later profile, a Dutch law firm described him as a partner with more than thirty years of experience in corporate practice, focusing on M&A, private equity and board-room consulting, with a particular interest in the energy, utilities and financial sectors.
