Gurnham received a Bachelor of Arts degree in Economics from Dalhousie University in 1973. Three years later he was given a Bachelor of Laws degree from the same university.
Gurnham was admitted to the bar of Nova Scotia in 1977. He practiced law with Cox Hanson O'Reilly Matheson, where he specialized in administrative and regulatory law. Peter was a managing partner of that firm for nine years. In 1998, he was appointed as a Queen's Counsel.
He is a past chairman of the Nova Scotia Elections Commission, Symphony Nova Scotia and Finance Committee of Nova Scotia Barristers' Society. Gurnham is also a co-chairman of the annual Energy Regulation Course at Queens University.
In 2003, he was appointed a member of the Nova Scotia Utility and Review Board. A year later Peter became its chairman.
Gurnham is a member of the Nova Scotia Barristers' Society, the Canadian Bar Association, the National Association of the Regulatory Utility Commissioners. He was Chairman of CAMPUT: Canada’s Energy and Utility Regulators.
