Excerpt from The Personnel of Sea-Coast Defense This table shows at a glance, that this force is entirely inade quate for the defense of the sea-coast fortifications designed to protect our cities and harbors. For, considering the Atlantic coast alone, it appears that but three batteries are assigned to the great Northern bay extending from New Brunswick to Cape Cod, but two batteries at St. Augustine for the whole Southern bay from Cape Hatteras to Key West, while the great Central bay from Cape Cod to Cape Hatteras, though rich in fine harbors and great cities, has but twenty-two batteries distributed among eight garrisoned works. But a single battery comprising 44 officers and men cannot be called a protection for the whole coast of Maine; neither can two batteries insure the safety of Boston, and the Massachusetts coast; nor is New York defensible, with but two batteries covering the East River approach and with but seven at the most, that by the Narrows. Indeed these scattered fragments of the regiments of artillery are not garrisons, but rather care takers of the works at which they are stationed, and so long as the Artillery retains its present numerical strength, the coast and frontier must remain inadequately defended. Peter Smith Michie was the son of William and Ann D. (Smith) Michie. He was born on March 24, 1839, at Brechin, County Forfar, Scotland. His family came to America in 1843 and settled in Cincinnati, Ohio.
Michie graduated with honors from the Woodward High School.
Michie was appointed a cadet at the United States Military Academy from which he graduated second in his class in June 1863 and was assigned to the Corps of Engineers. A short time thereafter he received orders to report at Hilton head, S. C. , where an army under General Gillmore was engaged in the siege of Charleston. As an assistant engineer, he was engaged for six months in the construction of batteries for the reduction of Fort Sumter and in the attack on Fort Wagner. In the latter operation, he was employed in the hazardous work of laying out and constructing the parallels and approaches which caused the Confederates to abandon the fort. In the early part of 1864, he was selected as chief engineer of a division under General Seymour sent to Florida where he took part in the battle of Olustee and fortified various points on the Florida Coast. When, in the spring of 1864, Gillmore with his corps was ordered to southern Virginia to join the Army of the James under General Butler, he took Michie with him. Later Michie became its chief engineer. He took part in all the operations of this army during 1864 and 1865 and was present in its final advance upon Appomattox under General Ord. For his services, while still a lieutenant he received the brevets of captain, major, lieutenant-colonel, and brigadier-general. From 1867 to 1871, he served as an instructor at the Military Academy and in 1870 as a member of a board of engineer officers sent to Europe to collect information on the development of sea-coast defenses to meet the increased power of artillery. In February 1871, he was appointed a professor of natural and experimental philosophy at the Military Academy, which position he held until his death. Michie died at West Point on February 16, 1901.

By his engaging personality and genial manners, Michie made many friends in military, political, and civil life and through them was able to win support for the Military Academy which he loved.

In 1863, Michie had married Marie Louise Roberts of Cincinnati, Ohio. They had two sons and a daughter. His younger son, Dennis Mahan Michie, was killed in the battle of San Juan, Cuba, in the Spanish-American War.
