Graduated from Wah Yan College, Poon got his law degrees at the London University and passed his Law Society qualifying examination in England.

He later on studied the legum doctoral degree at the Chinese University of Hong Kong. He is also an authorised company auditor in England and accountant in Australia.
Membership
He is the fellow of the Australian Society of Accountants and Hong Kong Society of Accountants and member of the Singapore Society of Accountants. He was appointed as a member of the Legislative Council of Hong Kong in 1983, in which he served until 1991.
