Joined illegal Social Democratic circles, 1899. Participant in the 1905 Revolution. After the split of the SDs, joined the Mensheviks.
Active in Petersburg, close to Potresov. One of the leaders of the ‘liquidators’, refused to work with the Bolsheviks, 1910. Adviser to the Social Democratic faction of the Duma.
Arrested, 1916, released after the February Revolution 1917. Distributor of revolutionary propaganda among workers, and one of the editors of Rabochaia Gazeta, 1917. Organizer of the All-Russian Trade Union Congress, June 1917.
After the October Revolution, moved to Odessa. His paper luzhnyi Rabochii was closed by the Bolsheviks, and he was arrested, 1921. Soon released but re-arrested in 1922 and exiled to Siberia.
Received permission to go abroad, and settled in Germany. Moved to France in 1933, and to the USA in 1940. Member of the Menshevik leadership in exile, participated in the activities of the International Socialist Movement.
