Phebe Robinson Jacobsen graduated from high school in Westminster. Jacobsen attended Western Maryland College and earned a bachelor's degree in History and English.
In a career that spanned thirty-seven years, Jacobsen spent several years as a researcher before becoming an archivist with the Maryland Hall of Records Commission in 1960. In addition to articles in Maryland magazine, Jacobsen authored three books, including the 1964 Country Court Houses and Records of Maryland, which she wrote with Morris L. Radoff and Gust Skordas, her 1967 Quaker Records in Maryland, and the 1976 William Pace: A Biography, which she wrote with Gregory A. Stiverson.
