Background
Born on 20 September 1862 into an eminent ecclesiastical family, his father was the Very Review Philip Eliot, Knight Commander of the Royal Victorian Order sometime Dean of Windsor.

Education
He was educated at Marlborough College and Oriel College, Oxford and ordained by the Bishop of Winchester in 1886.
Career
After a curacy at Portsea, Portsmouth and spells as the incumbent at Winslow and Upton-cum-Chalvey he was appointed Rural Dean of Burnham before his ascension to the Episcopate. Described in hisTimes obituary as
A man of natural ability and sound judgement, strictly impartial in his decisions
Eliot died on 1 April 1946.
