Philip Mauceri was born on February 13, 1961, in New York City, New York, United States. He is the son of Anthony and Frances Mauceri.
Mauceri graduated from New York University with a bachelor's degree (cum laude) in 1983 and received his master's two years later. He then obtained his doctorate at Columbia University in 1991.
Mauceri started his career as a visiting lecturer in political science at the University of Pennsylvania in 1990. The next year he became a visiting assistant professor of Latin American studies at the University of Connecticut and held that position till 1994. From 1994 to 2013, Mauceri worked at the University of Northern Iowa, first as an assistant professor of political science, then as an associate professor, and since 2005, as a professor of political studies there.
Since 2013, Mauceri holds the position of Provost and Vice President of Academic Affairs at the State University of New York at New Paltz.
Philip Mauceri is best known as an expert in the field of political science and the author of State Under Siege: Development and Policy Making in Peru and co-editor of The Peruvian Labyrinth: Society, Economy, Polity. His other books include Politics In The Andes: Identity, Conflict, Reform and Ethnic Conflict and International Politics: Explaining Diffusion and Escalation.
