Oxley received a Bachelor of Arts degree from Denison University in 1943. Five years later he earned his Master of Arts degree and a Doctor of Philosophy degree in 1952 from Columbia University.
Oxley began his career as an instructor, assistant professor and then a chairman of the geology department at Hamilton College in 1948. Five years later he took a position of a geologist at Standard Oil Corporation. Then in 1957, Philip became a district geologist and manager of exploration division at Tennessee Gas Transmission Company.
Also he served as an exploration manager and vice president of domestic exploration at Signal Oil & Gas Company from 1961 to 1969. In 1969, Philip was appointed an executive vice president at Texas Crude Oil Corporation. Two years later he held a position of a geological manager, executive vice president and president at Tenneco Oil Exploration and Production Company.
In 1987, Oxley became a chairman of Tenneco Europe Ltd. In 1989, he took a position of a professor of the department of geological science at the University of Colorado. Since 1990 he has been an exploration adviser and consultant at Braeloch Holdings Inc.
Oxley is a member of American Association of Petroleum Geologists, Sigma Xi and Phi Delta Theta.
Philip Oxley is married to Dafna Ronn-Oxley. He has six children.
