He was a schoolmaster and law professional. He stood in the 1935 election in the Stratford electorate for the Labour Party, but was beaten by the incumbent, William Polson. He represented the Palmerston North electorate from 1954 to 1960, when he was defeated by National"s Bill Brown.
Skoglund was Minister of Education in the Second Labour Government from 1957 to 1960.
