Stewart, Philip Battell was born on January 27, 1865 in Middlebury, Vermont, United States. Son of John Wolcott and Emma (Battell) Stewart.

Graduate Phillips Academy, Andover, Massachusetts, 1882. Bachelor of Arts, Yale University, 1886, Master of Arts, 1888. Doctor of Laws, Middlebury (Vermont) College, 1939, Colorado College, 1941.

Career

Engaged in mining public utility enterprises in Colorado many years. Prominently identified with Republican and Progressive Party movements in Rocky Mountain region. Republican nominee for government of Colorado, 1896 (declined).

Also declined appmts. as United States civil service commissioner and United States land commissioner.

Member Colorado House of Representatives, 1914-1915 (speaker of House). Chairman of Commission which formulated plans for reorganization of state departments, Colorado, 1914-1916.

Delegate Congress of National Service, Chicago, 1918. Trustee Colorado College 20 years Elk.
