He was born on March 1, 1952, in Berlin, into a family of European origin.
He earned a Doctor of Philosophy from Columbia University in 1978.
He began his academic career in 1978 as an assistant professor at Columbia University, where he served until 1985, working in applied mathematics and signal processing. He then joined Georgia Institute of Technology as an associate professor from 1985 to 1987, also directing activities related to digital signal processing.
From 1987 to 1997, he served as a visiting and UNESCO professor across universities in Latin America and Europe, contributing to international academic collaboration and research development. Beginning in 1996, he worked at the United States Naval Research Laboratory as a senior research scientist until 2017, where he developed advanced signal processing systems, including machine learning-based imaging technologies for complex structures and sonar applications.
Philip made fundamental contributions to applied mathematics, digital signal processing, machine learning, big data analysis, and predictive analytics. He is an author and co-author of over 80 publications in peer journals and over 50 published extended abstracts. He also authored 3 published books and was a co-editor of the book "Deconvolution and Inversion."
He became an internationally recognized scientist in digital signal processing and applied mathematics, with significant impact on imaging technologies in medicine, acoustics, and industrial diagnostics. His work also influenced molecular modeling, materials design, and the application of machine learning in complex systems.
