Rosenblatt received a Bachelor of Fine Arts degree from Cooper Union in 1963. Two years later she was given a Master of Fine Arts degree from Yale School of Art.
Rosenblatt began her career as a Director of Education at Walker Art Center in Minneapolis in 1967. A year later she became an instructor of art at Normandale State Junior College in Bloomington, Minnesota. In 1970, she took a position of as Instructor of Art at Minneapolis College Art and Design. Four years later Phyllis was appointed an Adjunct Assistant Professor at York College.
She had the position of Adjunct Assistant Professor at New York Institute Technology in Old Westbury from 1974 to 1976. In 1976, Rosenblatt became an Adjunct Assistant Professor at Pratt Institute in Brooklyn and held it for a year.
In 1983, she took a position of Associate Professor of Art at Hampshire College in Amherst, Massachusetts, where she worked until 1986. Three years later Rosenblatt was an Adjunct Professor at Parsons School Art in New York City and held the position for a year.
She worked as a Visiting Lecturer of Painting at the University of East Carolina in 1992-1993, at Minneapolis College Art and Design in 1982 and at San Jose State University in 1996.
Since 2009, she has been an Adjunct Associate Professor at New York Cirty College of Technology.
Rosenblatt is a member of College Art Association.
